Actually there is an option for 2-pass encoding and you can enter your desired (average) bitrate when using the simple mode. In advanced mode you have access to many more settings just like both average and maximum bitrate.
For transcoding to AVC/H.264 via the x264 encoder (Handbrake and others) it is best to use the CRF mode and not a target average bitrate of 1 or 2 pass. Since CRF is 1 pass, the transcode is much faster than 2-pass.
CRF is roughly a constant quality mode. The result bitrate is indeterminate but some simple quick test(s) will let you know what CRF values are reasonable to use for your type of video material. For edit transcodes we want to preserve the original video quality as much as possible while keeping the result as low overhead as possible for editing performance.
When encoding for a final playback file, then targeting a specific bitrate is something commonly done.
