Does hitfilm pro have the capability to import vector images? If not what file format should I use if I want to scale an image without it pixelation?
If by "vector images" you mean something like Adobe Illustrator .ai files then that will not load.
Your choice is to export from your vector program to a bitmap such as a jpeg, png, targa, gif, hdr or exr file and import that. Since those are finite sized images you will want to save it in a size that is larger than your HF project resolution - so you have room to move around and can slightly zoom in on the image before it starts to get "crunchy".
The Boris 3D unit does allow for vectors (Illustrator EPS only, I think, but, this is from memory, so I could be wrong), but only within a specific effect--Extruded EPS.
