The way to solve your frame rate issue is to get a frame grabber program, like "stop motion pro" or "dragon animator" (or if you like free stuff there are lots of download-able programs on the net).
What a frame grabber allows you to do is change your frame rate to whatever is suitable. My program (stop motion pro) allows me to change from 15 to 30 and a few in-between and it does the job alright.
The only thing I would use "i movie" for personally is editing. That's what “i movie” is, an editing program not an animation program. So try some frame grabbers out and see what you think. I reckon you will be impressed with the results
